In all, five New Orleanians are making their bids for the District E City Council seat, which includes most of New Orleans East and the Lower Ninth Ward—two areas of the city hit hardest by Hurricane Katrina more than 12 years ago, and areas that have made slower recoveries when compared to other sections of the city.

With that, candidates in this race are focused on building on the gains and progress that have been made throughout the district while also working to ensure that New Orleans East and the Lower Nine get their fair share of resources to address issues that include crime, public safety and economic development.

The incumbent Councilman James A. Gray II, an attorney, is defending his seat against retired postal worker and community leader Dawn Hebert; non-profit executive Cyndi Nguyen; and businesswoman and civic leader Alicia Plummer Clivens.
